B.1. 23-510 Adopt a resolution determining Overaa Construction as the lowest responsive and responsible bidder for the WQCF South RAS (Return Activated Sludge) Pump Replacement Capital Improvement Project (CIP 22061) and the North/South WAS (Waste Activated Sludge) Pump Replacement Capital Improvement Project (CIP 22063); awarding the construction contract to Overaa Construction in the amount of $3,581,000; approving project contingency of $429,720 for 12% for a total contract not-to-exceed amount of $4,010,720; amending CIP 22061 and CIP 22063 budgets to include additional appropriations of $734,000 for each project; authorizing the City Manager or designee to execute the construction contract and amendments, approve change orders and task orders up to the approved contingencies, apply for permits, apply for State and Federal grants, solicit project funding support, complete and execute all associated documents.
